As usual, you have to set yourself as a garbageman. You can achieve this by going into a job center: 
, which can be found in any zone of the map, and select the voice: “Garbage Collector”.
Done that you have to go down to a vehicle shop and buy the trash master. This will cost you about 11k. Now you are ready to start doing the job.
How to start
Go to a garage and spawn the trash master. Drive to Paleto Bay where this icon: 
, and when you are there you should see a cyan circle, drive in it, and press E. Right after you pressed E a new UI in the bottom left of your screen will appear. This UI will say something like how much trash needs to be collected, trash master’s capacity, and more.
Now drive to the nearest trash location 
, and pick up the trash.
Picking up trash
Go where you see a big black bag with a cyan cone upside down and press E.
Right after you picked up the trash, go to the back of the trash master to store the trash.
Repeat this process over and over until you’ve collected all the trash. In order to empty your trash master drive where you’ve started and start another route. This will allow you to see where the recycling center is located 
. Drive there and press E.
